Rail emissions standards are defined in Code of Federal Regulations Title 40, Part 1033, "Control of Emissions from Locomotives" [1].
Tier 4 standards have been applicable to new locomotives and engines since 1 January 2015. Prior to that Tier 3 standards were enforced from 2012 for line-haul and 2011 for switch locomotives. Revised Tier 0, 1 and 2 standards were also established for remanufactured engines which were originally manufactured between 1973 and 2011.
