Responsibility for environmental regulation, in Switzerland, lies with the Bundesamt für Umwelt (BAFU) which is the Federal Office for the Environment, a part of the Federal Department of Environment, Transport, Energy and Communications.

Like many of the European countries Switzerland applies tax incentives for passenger cars with low CO2 emissions.  Switzerland is a federation divided in 26 cantons, each with a large degree of fiscal autonomy. The vehicle tax regulations are, therefore, varied but they generally apply annual circulation tax based upon vehicle mass and / or power output but with benefits for passenger cars with CO2 emissions below certain threshold values.
