Emissions legislation in the Philippines is the responsibility of the Department of Transport and Communications (DOTC), with standards being implemented by the Department of Environment and Natural Resources (DENR). 

Euro 4/IV standards have been in place since 1 January 2016 for light duty and heavy duty vehicles, respectively. For motorcycles & mopeds, Level 2 (Euro 3) standards have been in place since September 2015.
