For light duty vehicles, smoke and CO legislation has been in force in Pakistan since August 1993.  Heavy Duty vehicles were not included in the legislation.  The country is currently in a transition period during which attempts are being made to apply Euro 2 (& Euro II) emissions standards for all on-road categories including heavy duty vehicles as well as two and three-wheelers.  The bodies responsible announced that Pakistan would be Euro II compliant by July 2012 but this was not instigated in practice.
