Emissions regulations in Norway are the responsibility of the Norwegian Climate and Pollution Agency (Klif), operating on behalf of the Ministry of Climate and Environment.  Norway opted against joining the European Union but EU emissions regulations have generally been applied. Norway has adopted the Integrated Pollution Prevention and Control (IPPC) Directive which requires "best available techniques" (BAT) to be used to minimise emissions. Norway is also a signatory to the 1999 Gothenburg Protocol which imposes controls on NOx emissions from powerplants.
