Mexico City has a population of over 20 million people with around 4 million vehicles and has suffered badly over the past 20 years from extremely poor air quality.  Its location at over 2,200 metres above sea level causes a particular problem with low oxygen levels and, therefore, poor combustion quality in vehicle engines. Air quality has, however, been taken seriously by the Environment Ministry, SEMARNAT, which has been responsible for a series of legislative measures.
