Standards (including fuel specifications) in India are formulated and published by the Bureau of Indian Standards (BIS) which works under the Ministry of Consumer Affairs, Food and Public Distribution. Adoption of the standards may be voluntary in nature, but a standard becomes binding when it is defined in legislation or made mandatory by specific orders of the Central or State Governments.

The Central Motor Vehicle (Amendment) Rules (CMVR) define engine and vehicle emissions legislation and include legally binding fuel specifications taken from the BIS standards. However, the legally binding specifications are often less extensive than the corresponding BIS standards.

Bharat Stage IV transportation fuels are available to the whole of India as of April 2017. Bharat Stage VI standards have been published and will apply from 1 April 2020; these contain updated specifications for gasoline and diesel.
