Since July 1997, when sovereignty was handed from the UK, Hong Kong has been a "Special Administrative Region" of the People's Republic of China. With this designation, Hong Kong has a large amount of legislative autonomy from China, including its own separate emissions regulations; emissions legislation is the responsibility of the Hong Kong Legislative Council.

California LEV III standards apply for new diesel passenger cars since 1 October 2017; Euro 6c standards apply to new gasoline passenger cars from 1 September 2019.
