Fuel consumption standards in China are the responsibility of the Ministry of Industry and Information Technology (MIIT). Phase 4 passenger car fuel consumption standards applied from January 2016, Phase 5 standards are in place from 1 January 2021. Separate fuel consumption limits for light commercial vehicles are in place.
For heavy duty vehicles, Phase 3 standards apply, for new type approvals, since 1 July 2019.
