Global technical regulation No. 5 (GTR No 5) was established in the Global Registry of the UN ECE on 15 November 2006 [1]. This was the first stage in a procedure working towards a global standard for on-board diagnostics (OBD) for light and heavy duty vehicles.  This first stage, however, detailed heavy duty systems only but established the potential for widening its scope to light duty vehicles at a later date. The GTR No 5 is planned to progress in three major steps which are aligned to the development of the worldwide harmonized test cycles; Step 1, as issued in 2006, establishes the framework but does not require regional harmonization of OBD threshhold limits (OTLs).  The steps are summarised as follows:
