Emissions Legislation in california is the responsibility of the Air Resources Board (ARB) which works closely with the equivalent federal body, the Environmental Protection Agency (EPA). California has special dispensation to establish its own exhaust emissions legislation and other states may choose between the legislative programmes of California or the Federal EPA.  In recent years Californian and US Federal emissions requirements have been more closely aligned.
